CMEV was formed in 1997 as an independent and non-partisan organization to monitor election related violence as a joint initiative of the Centre for Policy Alternatives (CPA), Movement against Political Violence, and Free Media Movement (FMM).
Presently CMEV consists of CPA, FMM and Human Rights Documentation Centre INFORM while CPA act as the secretariat of the CMEV. Three co-conveners representing the above three organizations provide all the policy guidance to the CMEV.
The Jaffna Municipal Council election in 1996 was the first mission of election observation of CMEV. Since 1997, CMEV has monitored all national, provincial, and local government elections. In addition to election monitoring, CMEV has continually engaged in electoral reform discourse, voter education and the building of capacities of electoral stakeholders throughout the last 25 years. In Presidential Election 2019 and Parliament Election 2020, CMEV was engaged in monitoring the campaign expenses of election candidates in parallel to its general process of monitoring election violence and malpractices.
